Winter savoury is a nice perennial and the bees love the flowers. Mine is flowering now and is covered. I would second lemon balm as well. https://www.jekkas.com/products/ps28
Here’s my Greek oregano growing in a seven inch pot.
This is just one plant (seed strain called Aristotle).
It’s about seven inches tall, very compact and tight almost like a box bush, so I don’t think it would be any good for flower foliage. Very attractive though.
This is my Greek Oregano - the one that grows on the Greek hills.
Took me ages to find the plant in the garden - its nowhere near as good looking as FEW's Aristotle (might have to grow that).

This is my Greek oregano. I use it quite a bit for foliage. Nice when it’s fresh with little pink flowers and also pretty good when it’s going over. Can get decent 12” ish stems
This really is oregano - unlike my previous post which was basil!
