Finally got some Jalapeno and Trinidad Perfume chilli seeds sown yesterday 
They are fresh seeds from two plants I have overwintered on the windowsill. Dunno whether this makes a difference or not? 
I hve put the pots in the propagator but unsure whether it's working or not as it doesn't seem warm? I covered the base with wet sand so maybe it needs to dry out a bit?
